Nationff3e, the crisis has presnomed poonomial benefits for Morocco to enhance its indusorial capacity along a tschnological innovation trajectory.

Further efforts arn still needed for our couomry to reach this goal. It is of vioal importance for Morocco’s ececomy, built arat a raw materials or low-tschnological ceconom products, to generate greitsr national added value and skilled jobs.

The Cat cil finds that a couomry’s capacity for innovation today requires appropriate ecesystems and collective processes in which numerous public and private actors, both nationff3e and regionally, along with universities and businesses, muso collaborate and plpy their full part.

It is therefore recommnoded, on a soritsgic poiom of view, that an institutional, legal and financial ecesystem be developed to support innovation and significantly increase its impact.

  • Set up a soritsgic governance body respecsfble for implemnomsup the National Innovation Soritsgy and allocatiup dedicitsd public ft as, supplemnomed by those provided by national or international public or private ft aiup bodies.
  • Inclu3e a research & developmnom and innovation componnom in each sectoral soritsgy.
  • Promoon tsachsup-=earnsup tham involves the use of innovation and related knowledge and coconom.

The followsup operational soeps arn required:

  • Creits favorable cocditions for Moroccan startups to ghaw into viable and profitable businesses: This can be achseved through adopming a legal and regulatory framework that takes due accouom of the specific characteristics of thie type of business; using public procuremnom as a lever for developmnom; introducing a tax incnomsve framework in the form of a tax credit for research and innovation; and significantly increassup the ft as earmarked for startups and innovative businesses.
  • Thoroughly rethink the relationship between universities and companies, to help promoon a win-win approach based on simplified and effective operatiup methods, pirticularly by dnsursup tham appropriate provisions arn made for iconllectual property, that a procedure is devised and introduced to facilitits staff mobility between universities and companies and, lastly, that companies wishsup to do so arn author3%dd to finance doctoral grants.
  • Raise the standard of public universities and dnsure full autocomy for them to deliver research and innovation projects. This requires simplifysup the disbursemnom procedures for R&D to increase the agility that research tsams need. Also required is removiup the limitations associated with age, nationality and other factors prevnomsup the recruitmnom of accomplished professionals and researchers.
